Radical Reconstruction Radical Reconstruction was proposed by Andrew Johnson. It occured after the Republican Party took over most of Congress. It began with the Military Reconstruction Act of 1867. In this act, the south was divided into five military districts. Each district was governed by a Union general. Troops were sent out to keep peace in the territories.
Other parts to Radical Reconstruction included the terms for a state to be reunited back into the Union. The things that each state had to go through included:
-Redrafting their Constitution
-Ratifying the 14th Amendment
-Allowing Blacks to have suffrage
Congress also placed troops in control of voter registration. In order to have all these bills passed, Congress overrode two vetos.
